Health Insurance?

My sister is 23 and was had insurance with kaiser under my mother. Now that she is 23 she was removed and is trying to get back on. She has OCD and has been on prozac. No one will accept her, and she cant afford to buy the prozac anymore, and she cant stop taking it. Any advice or suggestions?
