How do you find out if someone has cashed treasury bonds that were not even in the cashers name?

My grandfathers' estate had some treasury bonds that totalled $83,000. But my father ,who legally was entitled to the bonds, did not receive them at splitting of estate. We are trying to determine if they have been cashed and if so, by whom? Since my father was the only legal beneficiary of legal record.
