In the phrase "Lower 48" should the L be capitalized?

Should the L in the phrase "Lower 48" be capitalized? For example, in the sentence "He flew to the Lower 48 for the winter." I say that it should be because geographical areas like New England" ot the "Midwest" are capitalized. My friend says no, because the phrase is informal. Any thoughts?
